Since baby clothes (and other supplies) can be notoriously expensive, sometimes it requires a bit of creativity to provide the mother-to-be with a useful, and enjoyable, gift at her baby shower.

Instead of going out to a baby store, and buying lots of expensive infant clothing, I suggest going to a cheaper store (like Target, Walmart, Sears... I think even Costco carries some baby clothes sometimes!) and pick up a few items. Don't go crazy. Also, consider buying clothes for later in baby's first year... some 6-9 or 9-12 month clothing is always appreciated. Since baby grows so fast, and SOOOOO many people will by cute little infant clothes, it makes more since to give mom some clothes that baby can grow into.
A photo album can be a good gift. Stores often have discounted albums that you can pick up for a few dollars. The parents will be happy to have someplace to put the pictures of their new baby.
If you have crocheting or knitting skills, consider making a blanket, or a hat for the baby. Buy some discounted materials and make a warm cozy thing for the new baby.
Also, since having a new baby can be hectic... consider a gift for mom too. Make up a little "deck of cards." Each card can be something you will help mom with when she needs it. Some good ideas could be: a night off (a night where you would watch the kid(s) so that she could relax), a free homemade dinner (for those nights when nobody in the house has the energy to make food), maybe a maid-type service (offer to vacuum the house, or do some laundry). This all depends on how well you know the mom. If its a good friend, or family, your offers can be more personal. If it isn't someone you know very well, consider sticking with a more material type of gift.
